E-government and electronic administration, why?

To have a clear view or understanding of the two systems – electronic administration and e-government let’s define them. E-Government is a short form of electronic government which is an important new, integrated and continuous means of providing public services online. It helps improve quality and delivery of public services and helps reinforce support of public policies and the democratic process in general. While the electronic administration can be defined as all the mechanisms which convert what paper processes in a traditional office into electronic processes, with the main objective being to have a paperless office.

Some sections of the public believe the electronic administration and e-government are two words that can be interchanged to mean the other. The two words are so simple but not exactly the same. They both make use of internet (Information and Communication Technology) to render their services to their targets. They try to take traditional ways of running a government or private organization to online in order to deliver better and improved service to their targeted people. E-Government is a system used by the government while the electronic administration is a system the private sector uses.

E-Government targets citizens called the e-citizens electronic administration targets clients referred to as the e-clients. This means that the structure of e-government will differ from that of electronic administration.  In electronic administration, e-offices are created with an appropriate interface containing the agenda with all issues that can be handled via a given office. Since it is necessary to match responsibility with enabling environment, all officials should be provided with an IT tool that would support the issuance of administrative decisions in the form of an organized process. In e-government, authorities collaborate on the design and implementation of e-government in order to facilitate data exchange between public authorities and thus to provide integrated electronic public services using the different IT systems for communicating between themselves and the general public.

 

Why e-government and electronic administration?

The public sector which we refer to as the government and the private sections are all looking for the best possible ways of getting their services across to their targets or the improved ways living up to their responsibilities. Government through e-government creates a lot of ways that citizens and governments can communicate with one another, whether it is for the purposes of information gathering, information dissemination, service transactions, governance decisions, or other types of interaction. This way both e-citizen and e-democracy are promoted. On the part of electronic administration, the clients become the actors of the administrative system. With that, e-administration will start viewing its system from its client’s point of view; making e-administration to have more impact on the clients and reduce bureaucracy by using specific IT methods to get the best solution for creating good client-administration relationship.

Apart from moving the new trends in the world, e-government and electronic administration are part of the public and private sector’s innovative approaches towards making life easier for the citizens and the clients respectively.
